摘　　要：连年亏损的广州标致让广洲汽车工业的发展停滞不前。为了摆脱困境,广洲汽车决定彻底更换合作伙伴,并对欧宝的加入表示欢迎,这无疑再次让欧宝看到了机会……1995年10月,在国家将要出台新的设备进口税政策的传闻之下,天汽无意继续在丰田、欧宝、福特之间周旋,当机立断选择与丰田合作,以把握享受免税政策的最后时机。这也迫使欧宝小组迅速从与天汽的项目中抽身,另寻合作伙伴。Opel team obtained GM＇s internal approval for establishing a wholly owned 100% export engine plant in China and therefore began to search for a logistically efficient port city for the investment. Guangzhou Economic Zone （GETDD） and the city government were among the contacts. On July 9, 1995, the Executive Vice Mayor of Guangzhou, Mr. Chen Kaizhi invited Opel to participate in Guangzhou auto industry＇s Phase III development with the notion that ＂whoever joins first will be the partner for Guangzhou＇s future auto industry development＂.
