水生态文明建设的发展思路研究框架

摘　　要：生态文明是继原始文明、农业文明和工业文明之后逐渐兴起的社会文明形态,水生态文明是生态文明的重要组成部分,是保障工业文明向生态文明转变的重要支撑。我国水生态文明建设提出的时间较短,在具体建设的过程中难免存在一些问题。从人与自然和谐相处的角度出发,分析我国水生态文明建设存在的关键问题及其相互关系,以水利行业几个主要领域为研究对象,探讨了水生态文明建设的发展思路研究框架,进一步明确水生态文明建设发展思路和重点任务路线图,为解决我国水生态文明建设面临的关键问题提供理论指导,实现水利发展与水生态文明建设的有机结合,为进一步推进水生态文明建设奠定基础。Ecological civilization is the form of social civilization rising gradually after original civilization,agriculture civilization and industrial civilization. Water ecological civilization is an important part of ecological civilization,which also is an important support for the protection of industri-al civilization to ecological civilization. Water ecological civilization construction is proposed so late that there have some problems in the process ofconstruction. From the angle of humannature harmony,this article analyzed the key issues of water ecological civilization construction and the linksamong those questions. In order to solve the problems and coordinate the contradictions between water conservancy development and water ecologicalcivilization construction,the article selected the water related fields as research subjects and discussed the general steps of water ecological civilization construction in the water conservancy related fields and provided theoretical guidance for solving critical issues of water ecological civilizationconstruction.
