摘 要:在知识经济和教育产业化的背景下,高校应保持其独特个性,应向文化功能、科技功能等全面复归,这才是其正本。然而,高校办学效益的评价中存在"评价主体重政府主导轻第三方评价,评价指标重经济效益轻社会效益和发展效益,评价重点重硬件轻软件"的误区,容易导致评价的导向风险、技术风险和道德风险。高校可以从评价原则差异化、评价依据信息化、评价主体多元化、评价内容"软指标"硬化等方面进行探索,构建一套既具操作性,又显公平性,同时风险最小化的评价方案。In the age off knowledge-economy and education-industrialization,it is important for universities to keep their unique character and return to its culture mission and social commitments.However,there are many misunderstandings in the evaluation of university performances,such as the government taking the main role,the third party overlooked in the evaluation,the evaluation indexes tilted towards economic benefits at the cost of social and developmental benefits,overemphasizing the establishments at the cost of human contribution.These can lead to directional,technical and moral risks.This paper endeavors to propose an evaluation principle that is more adaptable,information-based,evaluation undertakers diversified,and evaluation indexes less tangible.Through such approaches,we expect an evaluation scheme that is more practical,fair and risks minimized.
