基于非期望产出SBM的城市生态文明建设效率评价实证研究——以天津市为例

摘　　要：以天津市为研究对象,在全要素生产框架下,结合以人为本的基本原则构建出城市生态文明建设效率评价指标体系,应用非期望产出SBM模型对天津市2002-2013年生态文明建设效率进行评价,并将评价结果与传统DEA评价方法进行比较分析。研究结果表明:考虑以人为本基本原则构建的城市生态文明建设效率投入产出评价指标体系与非期望产出SBM模型评价方法的综合应用在评价城市生态文明建设效率方面具有科学性和合理性,所得评价结果亦能够反映出被评估城市生态文明建设效率的真实水平。How to evaluate the urban eco - civilization construction scientifically and legitimately is the key point to instruct urban eco - civilization construction. Under the framework of total factor productivity, this study ~_cok Tianjin as the research object and built the evaluation index system of urban eco - civilization censtruction com- bing with the basic principles of people - cemer,~d. Undesired output SBM model was utilized to assess Tianjin eco - civilization evaluation~ level of performance during 2002 - 2013. The results showed that in evaluating the efficiency of urban ecological civilization construction, urban eco - civilization constmctiong input - output evalu- ation system which was built while considering the basic principles of people - centered and SBM - undesirable model were scientific and rational. In addition, the obtained results of the evaluation can also reflect the true level of the cityg ecological civilization construction efficiency.
