摘 要:农业技术推广体系是实现我国农业现代化的关键环节。如何推进农业技术推广体系的改革与创新及进一步提升农业技术推广体系的服务能力,这是当前我国"三农"问题研究中的一个热点。文章在系统查阅改革开放以来国内代表性文献的基础上,从定义、功能、问题、公益性、运行机制及绩效评价等方面对国内有关农业技术推广体系的研究进行了较为全面的梳理,结果发现,近年来我国农业技术推广体系在各方面取得显著进步的同时,仍大量存在职能定位不清、管理体制不顺、资金投入不足、人员素质不高、关注市场不够、运行机制不畅、激励措施不力等诸多问题。鉴于此,文章提出应从制度创新、技术创新和管理创新三方面架构未来农业技术推广体系研究与实践的"铁三角"。The Agricultural Technology Popularizing System is a key to realize China's agricultural modernization. At present,how to promote the reform and innovation,and enhance the service capabilities of Agricultural Technology Popularizing System has became an important problem in the research of San Nong. Based on going through a number of representative literatures since China's reform and opening up, the paper carries on comprehensive combing about Agricultural Technology Popularizing System from definition,function,question,public welfare,operation mechanism,evaluation and found that,despite the Agricultural Technology Popularizing System have got significant progress in all areas,it still exists problems such as unclear functions localization,disordered management system, insufficient fund, low personnel quality, insufficient focus on the market, dysfunction of operational mechanism and lack of incentives. Given this, the article notes that we should construct "iron triangle" in the future research and practice about the Agricultural Technology Popularizing System from institutional innovation,technological innovation and administrative innovation.
