对医养结合型养老机构的思考

摘　　要：医养结合养老模式是社会面对老龄化挑战的一项长期战略选择。养老机构中的医养结合是指在传统机构养老提供基本生活服务和经济供养的基础上,向选择机构养老的老年人提供医疗服务,提高老年人生活质量和健康水平,缓解严峻的老龄化形势带来的冲击。从目前老龄化形势、养老机构中老年人的医疗需求、整合医疗资源等角度出发,剖析部分养老机构转型为医养结合机构的必要性,指出转型中对象的确定、医疗服务项目界定、人力资源短缺等方面的问题。并针对存在的问题从划分转型范围、发展人力资源、鼓励医疗保险进机构等方面探索解决问题的途径。The mode of integrating medical treatment and elderly care is a long‐term strategy for the society encountering challenges of population ageing .Based on the traditional elderly care institutions which offer basic living services and financial support ,the institutions integrating medical treatment and elderly care provide medical care service to the elders who choose to live in the institution .And it will improve their quality of life and health level as well as alleviating the impact from the severe ageing situation .By analyzing the current situation of ageing population ,the medical demands of middle‐aged and aged people in elderly care institutions and the integration of medical resources ,the authors argued the necessity of the transformation of elderly care institutions into the institutions integrating medical treatment and elderly care .Further ,they pointed out the problems of identification of the targeted institutions ,medical services and the shortage of human resources . Finally , they proposed resolutions of demarcating the scope of the transformation institutions , developing human resources and encouraging medical insurance to cover medical care services in these elderly care institutions .
