摘　　要：在国有企业发展过程中,产权不清晰是其面临的主要问题,严重阻碍着国有企业的可持续发展。十八届三中全会将混合所有制经济提高到中国基本经济制度的重要实现形式的高度,给发展混合所有制经济带来了新的机遇和挑战。从中国改革开放的实践来看,发展混合所有制经济有利于国有企业改革的深化、资源配置的提高和市场竞争力的增强。本文以贵州省国资委监管企业产权制度改革为视角,对如何进一步深化改革进行了探索和研究,旨在探讨国有企业产权制度改革的理论依据和方式。Obscurity in property rights became the major problem to the development of state - owned enterprises, and seriously stopped it. The Third Plenary Session of the 18th CPC Central Committee raised the mixed ownership economy to a high level as an important realization form of Chinese basic economic system, and further provided a new opportunity and challenge for its development. The practice of China＇ s reform and opening - up has proved that mixed ownership economy was beneficial to deepen the reform of the state - owned enterprises, improve the efficiency of resource allocation and increase the competitiveness. Form the view of property rights system reform piloted by enterprises regulated by Guizhou State Asset Regulatory Commission, this thesis analyzes how to deepen reform, aims to propose the theory and mode of the system reform of state - owned enterprises ＇ property rights.
