摘　　要：政府分割式管理自然环境,导致自然资源浪费、生态系统严重失衡,由此引发了对生态绩效评价的迫切需求。主体功能区生态预算绩效评价以科学发展观为统领,以实现主体功能区经济系统、社会系统与生态系统的和谐可持续发展为目标,遵循生态绩效优于经济绩效、主体功能区绩效优于政府绩效(部门绩效)及不同主体功能区采取差异化绩效评价标准三大具体评价原则,将主体功能区生态预算绩效划分为静态绩效与动态绩效,并对静态绩效定性评价,对动态绩效定量评价。The segmented management environment of natural resources by government, wasting of natural re- sources, serious imbalance in the ecosystem, all these have caused the urgent demand for evaluating ecological per- formance. The eco budget performance evaluation of main function region emerges from this, which is led by view- points of scientific development, which is in order to achieve harmonious and sustainable cycle of economic system, social system and ecological system as the goal in main function region. It follows three specific principles of evalu- ation. These are, ecological performance is superior to economic performance; main function region performance is superior to government performance （department performance） ; different main functional regions adopt differentia- tion performance evaluation criteria. The eco budget performance of main function region is divided into static performance which uses qualitative evaluation and dynamic performance which uses quantitative evaluation.
