PPP模式在云南教育融资中应用的探讨

摘　　要：PPP是公共部门与私人企业合作提供公共产品的融资模式,更适合于准公共产品的供给。根据公共物品理论,教育产品属于准公共产品。云南教育融资中引入PPP模式能有效缓解政府财政支出压力。调动民间资金进入教育领域的积极性,创新民办教育模式,拓宽云南教育投融资渠道,加快云南教育改革与发展。政府应当重视和支持PPP模式的应用,完成在公共基础设施建设项目中的角色变换,尽早建立并完善PPP投融资管理的法规、政策体系,成立政府专门的PPP投融资管理机构负责组织推动项目实施,建立、健全有效的PPP投融资监管构架,有效促进PPP在我省公共基础设施项目特别是教育融资中的应用。PPP is a financing model of public products for cooperation between public sectors and private enterprises and a more suitable supply for quasi public products. According to the theory of public goods, education product is one of the quasi public products. The introduction of PPP model in Yunnan education financing can alleviate the pressure of government＇s fiscal expenditure, arouse the enthusiasm of private capital into the education field, promote the innovation of private education model and broaden Yunnan education investment and financing channels as well as speed up the reform and development of Yunnan education. The government should support the application of PPP model,change its role in public infrastructure projects, improve PPP investment and financing management,and make laws and regularities for PPP investment and financing management as soon as possible. A special PPP body of investment and management by the government should be set up to be responsible to the implementation of projects and the establishment and improvement of investment and financing supervision framework so as to promote the application in public infrastructure projects and education financing.
