摘　　要：从区域层面促进教师学习已经成为一种趋势。当前区域性教师学习的促进系统存在体制障碍、能力瓶颈和脱节现象。区域性教师学习的促进系统本质上是一个活动系统,必须回到这个系统之中,对其中各要素之间的关系进行深入分析。优化该系统需要加强区域顶层设计,打破体制机制分割;重组促进系统结构,整合多元培训主体;建设教师学习资源,提供自主学习机会。It is a trend to enhance district teachers＇ learning. The problems in enhancing system include institutional barriers, ability bottleneck, and departments＇ lack of interaction. Since this enhancing system is a dynamic system, we have to analyze it in the framework this system. The optimization of this system includes getting rid of institutional barriers through government＇s designing, uniting various training units through reorganizing the system, and providing teachers with learning opportunity through building data base.
