基于收益激励与风险保障的企业创新转型政策激发机制研究

摘　　要：从收益激励和风险保障的视角,构建了企业创新转型的政策激发模型,并运用我国1990~2013年间的经验数据对模型进行了系统动力学的模拟。研究表明,综合运用收益激励和风险保障政策,可以有效地激发企业的研发动力;经过多阶段的政策激发,企业会逐渐由低创新状态向高创新状态演进。A policy stimulation model for enterprises innovation transition is constructed from the perspective of revenue incentive and risk guarantee; and then a system dynamic simulation for the model is carried out with the empirical data of China in 1990 ~ 2013. Result shows that a composite policy both in revenue incentive and risk guarantee could effectively stimulate the research and development effort of enterprises who would finally realize a transition from the lower innovation state to the higher one after going through a multistage policy stimulation.
