高校公用房配置优化机制的新探讨——以清华大学为例

摘　　要：高校公用房是高校进行各类教育活动的重要物质保障,以清华大学为例,分析了高校公用房资源配置的管理模式、高校公用房管理配置的历史沿革及目前面临的挑战;对高校公用房管理优化配置机制进行了探讨,提出制度建设是高校公用房资源优化配置的最深层次因素,同时分析了与高校公用房资源定额配置模型相关的影响因素,并提出在模型实际测算过程中的基本原则。The public-housing resources in colleges and universities play a significant role and are the material base during colleges and universities performing various educational activities.Taking Tsinghua University as an example,the management mode of the public-housing resources in colleges and universities is analyzed,meanwhile,the current quota pattern of the allocation mechanism of public-housing resources and the new challenges in Tsinghua University are illustrated.The system construction is considered as the deepest and the most crucial factor,also,the specific influencing factors are interpreted via Hierarchical Linear Models and the basic ideas and principles about the former of a new quota system are given.
