摘　　要：人是一切社会活动的终极目标和归宿。内蒙古开放大学建设关键在于员工队伍的建设。管理队伍是事业发展的基础保障,技术队伍是开放大学建设的特色保障,教师和科研队伍是人才培养的质量保障。Human is the final destination of all social activities. The key point of Inner Mongolia Open University structure is how to develop staffs. Management team ensures enterprise development basically. Technology team ensures the structure of the Open University in characteristic. Teachers and scientific researchers team ensures personnel training in quality.
