摘 要:简析我国恐怖主义或恐怖活动的发展及其特征;把反恐对策细分为基本、基础和发展三个层次,指出,基本对策可用"一打二查三断"六个字、基础对策可用"布点织网固基清境"八个字、发展对策可用"两个坚持三个借助"八个字来概括;还指出,针对反恐对策分层的反恐培训改革创新,要求攻关划分反恐培训等级和标准依据、接触式对抗的心理训练与强化、简捷特定目标反恐条令和程序、利用环境和自然反恐技术研发、区域联动反恐和国际协作反恐、反恐对策和配套反恐培训教材等难题。The anti-terrorism countermeasures can divide as the three levels: basic level,fundamental level and developing level. the basic countermeasures is available as six words: "1 blowing 2 checking and 3 breaking",the basic countermeasures is available as: "putting solid base,making a net,strengthen the base and clear the country",the developing countermeasures can be summed up as"two adherences and three rely". The paper points out that the layered countermeasures against terror needs training reform and innovation,so as to solve the following problems: division of anti-terrorism training level and standard basis,psychological training and strengthening in contact,simple specific target anti-terrorism regulations and procedures,the use of the environment and natural security technology research and development,the region linkage anti-terrorism collaboration and international terrorism,counter-terrorism strategy and supporting training teaching materials.
