摘　　要：随着经济增长的资源环境压力日益增大,衡量地区经济发展质量,评价区域生态效率水平和变化趋势,对促进区域可持续发展,实施生态文明制度是极为重要的。本文在生态效率评价方法的基础上,将资源消耗指标拓展为物质消耗、水资源消耗和环境资源消耗3部分并进行货币化,其中物质消耗是基于物质流分析下的物质消耗;环境资源消耗是将环境污染和碳排放影响作为一种非期望产出指标引入,进而构建了基于物质流的区域生态效率评估模型,并运用该模型对四川省以及各市州的区域生态效率进行了评估分析,根据各地区的生态效率水平区将各市州划分为两级四组,研究结果表明,2010年~2013年四川省随着我省经济发展水平和劳动生产率的提高,其生态效率水平是趋于明显改善的。宜宾市、攀枝花市、达州市和凉山彝族自治州4个地区均属于矿产、煤炭、天然气资源富集区,相应的这些地区也是重点开发区,但生态效率水平低,表明这些资源型城市的经济发展的资源环境代价大,亟需改变这些地区高资源消耗、高生态环境成本的经济发展方式。Along with the increasing pressure of resources and the environment because of the economic growth,it is extremely important for the promotion of regional sustainable development and the implementation of the ecological civilization system to measure the quality of regional economic development,and evaluate the regional eco-efficiency levels and variation trends. Based on eco-efficiency evaluation method,the resource consumption was expanded as three parts： material consumption,water consumption and environmental resource consumption and then monetized. The material consumption was based on material flow analysis,and the impact of environment pollution and carbon emissions were introduced into the environmental resource consumption as an unexpected output indicator to establish a regional eco-efficiency evaluation model. The model was based on the material flow,and utilized for the evaluation and analysis of regional eco-efficiency in the province and cities of Sichuan. The cities were divided into two groups according to the regional eco-efficiency level. The results showed that along with the improvement of the economic development level and labor productivity in Sichuan Province during 2010 ~ 2013,the eco-efficiency level tended to be significantly improved. But four regions as the key zones of development,Yibin City,Panzhihua City,Dazhou City and Liangshan with the characteristics of rich in mineral,coal,natural gas resources,showed a high cost of resources and a low level of eco-efficiency,which indicated the economic development approach of high resource consumption and high ecological environment cost cities was urgently to be transformed.
