摘　　要：通用航空公司安全管理能力不足已成为制约我国通用航空快速发展的重要因素。本文结合通用航空公司安全管理体系的要求,依据"PDCA"管理理论,建立了通用航空公司安全管理能力的指标体系,该体系包括4个一级指标和14个二级指标。通过问卷调查,采用结构方程模型(SEM)研究通用航空公司安全管理能力各指标间的关系。结果表明:对安全管理能力的影响排序为:安全执行能力(0.94)>安全改进能力(0.92)>安全审核能力(0.74)>安全策划能力(0.62),从而为提高通航企业安全管理水平提供定量依据。The inadequate of safety management capability has become an important factor restricting the rapid development of China＇s general aviation. Considering the requirements of general aviation airlines safety management system, according to ＂PDCA＂ management theory, an indicator system of general aviation airlines safety management capability is established. The system includes four first-level indicators and 14 second-level indicators. Through questionnaire survey, the relationship between each index is studied by using structural equation modeling（SEM）. The result shows that ranking of the abilities affecting the general aviation airlines safety management is as follows： safety implementation capability（0.94） safety improvement capability（0.92） safety check capabilities（0.74） security planning ability（0.62）. It provides a quantitative basis for general aviation airlines to improve safety management level.
