新疆高校危机管理的环境特性刍议

摘　　要：新疆高校危机管理的环境显著区别于内地,主要表现在四个方面:一是特殊复杂的地缘政治构成新疆高校危机管理的外部环境;二是多民族多宗教多文化构成复杂的本土环境;三是"三股势力"的渗透破坏直接威胁新疆高校的安全稳定;四是民族区域自治构成特殊的法制环境。因此,要详细分析新疆高校危机管理面临的特殊复杂环境,科学分析、合理应对,提高危机管理的针对性与实效性。The environment of the crisis management in universities and colleges in Xinjiang is significantly difference from the inland.The main performance exists in four aspects：First,the special complicated geopolitics constitutes the external environment of the crisis management in universities and colleges in Xinjiang.Second,the multi-nationalities-religious-cultures constitute the complex native environment.Third,the penetration of＂the three vicious power＂threatens directly the stable security of the universities and colleges in Xinjiang and fourth,the national regional autonomy constitutes a special legal environment.Therefore,we should detail analysis the special and complicated environment in the crisis management in universities and colleges in Xinjiang and response reasonably to improve the pertinence and effectiveness of the crisis management in universities and colleges in Xinjiang Uygur Autonomous Region.
