摘　　要：给出第二类r-置换因子循环矩阵的概念及一些基本性质。利用第二类r-置换因子循环矩阵的特征值和非奇异矩阵的充要条件,得出第二类r-置换因子循环矩阵的谱分解。The concept and some characters of the second kind of r - permutation factor circulant matrix are given. Based on the Eigenvalues and the necessary and sufficicent condition of nonsingularity of the second kind of r - permutation factor circulant matrix, sepectral decomposition of the second kind of r - permutation factor circulant matrix is obtained.
