摘　　要：安徽制造企业创新文化的发展基础主要包括政府政策、基础设施建设和创新意识等方面。存在的问题主要包括:创新高端人才匮乏、创新融资渠道有限、创新组织规模较小以及创新环境有待完善等。创新文化培育的路径主要有:建立创新导向的企业发展战略、建立促进发明创新的组织制度、建立全员创新的思想意识以及完善创新激励机制。The development foundation of innovation culture about Anhui manufacturing enterprises in- cludes government policy, infrastructure construction and sense of innovation. The main problems in innovation culture include lack of innovative top talents, limited innovation financing, small--scale in- novative organizations and improving innovation environment. The way to cultivate innovation culture is to build enterprise development strategy oriented by innovation, to promote the establishment of the organization system, to improve the overall ideology of innovation and to improve the mechanism for re- warding independent innovation.
