摘　　要：区域创新能力已成为获取竞争优势的决定因素,专利对于区域创新能力乃至经济发展的支撑作用日益显现,并且成为区域创新能力的重要标志。高新技术企业是国家创新系统的重要组成,区域自主创新能力与高新技术企业的发展紧密关联。介绍了山西省专利发展状况,基于专利和高新技术企业视角,对如何进行区域创新能力绩效评价进行了探讨。ABSTRACT：The regional innovation capability has become the decisive factor to gain the competitive advantage, and the patent, which plays a more and more important supporting role in promoting regional innovation capability and economic development, has become a significant symbol of regional innovation capability. The high-tech enterprise is an important component of national innovation system, the regional independent innovation capability is closely related to the development of high-tech enterprise. This paper introduces the development status of Shanxi’s patent, and Based on the perspective of patent and high-tech enterprise, probes into the problem of how to carry out the regional innovation capability and performance evaluation.
