循环经济背景下四川省餐饮企业环境责任实现的思考——基于博弈分析的视角

摘　　要：四川省餐饮企业对环境的责任承担尚处于初级阶段,中小型餐饮企业在餐饮油烟处理、清洁燃料使用、噪声防治、污水排放、垃圾处理等方面环境责任缺失。循环经济的提出为企业在生产经营中履行环境责任提供了能够付诸实施的生产技术路线和方式,同时为政府环境责任规制提供了理论基础。餐饮企业环境责任缺失问题的存在,既有餐饮企业环保意识淡薄、非法经营的问题,也有政府职能部门把关不严、监督不力、处罚不够的问题。因此,有必要建立餐饮企业环境责任他律与自律机制,以有效解决目前企业环境责任缺失的问题。Sichuan Provincial catering enterprise environmental responsibility is still in the primary stage,small and medium-sized catering enterprises are lack of environmental responsibility in catering fume treatment,clean fuel use, prevention of noise,sewage,garbage disposal and other aspects. The circular economy theory provides the production technology and method for enterprises to fulfill the environmental responsibility in the production and management,and provides the theoretical basis for government environmental responsibility regulation. The existence of catering enterprises environmental responsibility flaw,not only due to the weak consciousness of environmental protection of catering enterpri-ses and illegal operation,but also to the government departments less strict gate-keep,supervision,punishment. There-fore,it is necessary to establish a heteronomy and self-discipline mechanism of catering enterprises environmental re-sponsibility so as to solve the problems of the current lack of corporate environmental responsibility problems effectively.
