摘　　要：党的十八届四中全会精神进一步体现了中国共产党的问题意识,也反映了中国共产党人为了加强自身合法性地位而具有的理论勇气和实践智慧。其中,制度建设和制度中人的建设是实践智慧的核心。探讨新时期关于制度建设和制度中人的建设问题具有深刻的政治和社会现实意义。The spirit of the party's eighteen session of the four plenary session of the Communist Party of Chinese further reflects the awareness of the problem. Also reflects the Chinese communists have courage in theory and practice in order to strengthen its legitimacy of wisdom. Among them, the construction of the system construction and the system of man is the core of the practical wisdom. Discussion on building human and institutional system building in the new period have profound political and social significance.
