摘　　要：目的:了解安徽省"十二五"卫生发展规划中期基层医药卫生体制综合改革和市县公立医院改革情况。方法:面向全省十六个地市卫生局主管领导开展问卷调查和访谈。结果:安徽省进一步深化基层医药卫生体制综合改革和市县公立医院改革,取得重大进展;存在卫生投入不足,卫生资源短缺严重,改革政策措施不够完善等问题。结论:建议加大卫生投入,进一步深化县级公立医院综合改革;优化绩效考核指标体系,健全人才激励机制;发展非公立医疗机构,完善卫生服务体系。Objective:To understand the situation of medical and health system reform in basic-level and town public hospitals in Anhui province during the Mid-term of the 12 th Five-year-planning period.Methods:The questionnaire survey and interviews had been carried out in directors of health bureaus of sixteen cities.Results:Anhui province has achieved significant progress in further deepening the comprehensive reform of basic-level medicine and health system and the reform of public hospitals in cities and towns,while there are still problems such as insufficient health input,shortage of health resources and imperfection of reform policies and measures,and so on.Conclusion:Suggestion is given on increasing health input;further deepening town-level public hospitals comprehensive reform,optimizing the performance appraisal index system,improving talent incentive mechanism,developing non-public medical institutions and perfecting the health service system.
