摘　　要：德州是"中国太阳城",国家首批"可再生能源建筑应用示范城市"、"低碳中国贡献城市".以太阳能为重点的新能源产业优势凸显,特别是第四届"世界太阳城大会"的成功举办,使德州成为全国节能减排、低碳城市发展的标杆.基于SWOT分析方法,对德州市以太阳能为龙头的新能源产业发展进行调查研究,分析新能源产业发展的优势与劣势,提出新能源发展的机会、威胁与建议,对区域调整能源产业结构,发展低碳经济,节能减排,建设资源节约型、环境友好型社会具有积极的作用.Dezhou,“China Solar City”,is cataloged in the first set of the national “Model city for the use of renewable energy in building”and “Outstanding city for contribution to the low-carbon development”. In Dezhou,an impressive solar industry has emerged,and the successfully holding 4 th International Solar Cities Initiative World Congress makes Dezhou into a model city of energy conservation and low-carbon development.The SWOT analysis method is used in the paper to study the new energy industry development with the solar energy as the leading role,and find out the advantages and disadvantages of new energy development.At last,the opportunity,threat and suggestions are proposed,and that has a positive effect on industrial structure adjustment,low-carbon economy development,energy conservation and the construction of energy-saving society and environment-friendly society.
