摘　　要：人们对公立医院公益性的认识经历了四个阶段。在第一阶段,人们将公立医院的公益性界定为医疗卫生服务的价廉,简称公立医院公益性的"廉价论";在第二阶段,人们将公立医院公益性界定为较低的医疗费用,简称公立医院公益性的"低费论";在第三阶段,人们将公立医院公益性的界定为合理的医疗经济负担,简称为公立医院公益性的"负担论";在第四个阶段,人们对公立医院公益性的界定从"看病贵"的对策性价值扩展为"看病难和看病贵"的对策性价值,简称为公立医院公益性的"公众受益论"。The connotation of the public hospitals public welfare has experienced four stages. In the first stage, public welfare of public hospitals is defined as medical services cheap, referred to as＂ cheap theory＂ of public hospital public welfare ; In the second phase, public hospital public welfare is defined as the lower health care costs, referred to as＂ low cost theory＂ of public hospital pub- lic welfare. In the third phase, the public hospital public welfare is defined as the rational medical economic burden, referred to as the＂ burden theory＂of public hospital public welfare. In the fourth stage, public hospital public welfare is referred to as＂ public ben- efits theory＂ of public hospital public welfare.
