我国大学生创业政策：演进逻辑及其趋向

摘　　要：我国大学生创业政策经历了从初步探索到全面推进的发展过程,现已基本构建起了涵盖创业教育、创业融资、创业环境和创业促进等内容的大学生创业政策体系。但我国大学生创业政策仍存在着政策制定主体权责不清和权威性不够、内容偏重失衡和缺乏针对性、政策执行机制不健全和落实不到位等问题,这需要建立统一的大学生创业政策制定与执行机构,完善不同单元政策之间协调统一的关系,并从大学生群体特点进行政策设计,使政策内容具有针对性和可操作性。The entrepreneurship policy of Chinese college students has experienced a process from tentative exploration to comprehensive promotion . Now the entrepreneurship policy system of Chinese college students has been basically established w hich covers entrepreneurial education , entrepreneurial finance , entrepreneurial environment and entrepreneurial promotion . However , there still exist some problems ,for example ,the policy makers have confused mandates and less authority , the contents are unbalanced and lack pertinence , and policy‐executing mechanism is unsound and does not fill the goal .All these problems can be solved by establishing a unified policy making and execution mechanism , improving the relationship among different unit policies and planning the policies according to college students’ characteristics to make the policies more targeted and operable .
