摘 要:改革开放以后,我国高校专业设置与调整政策经历了三次大规模的演变,政策的演变过程中隐含了政府、高校与市场三者之间的权力博弈逻辑,还隐含了高等教育价值的嬗变逻辑。政策演变中发生三次权力转移,包括中央政府权力向高校有限转移、高校逐步拥有实质性自主权以及政府、高校与市场的权力均衡;同时,政策的演变过程就是高等教育工具主义价值观、理性主义价值观以及人本主义价值观的冲突与融合。未来的专业设置政策应充分考虑市场、学科与学生三者的需求,政府逐步退出主导地位,高校、学生与市场是专业调控的主体。After the reform and opening up policy,colleges and universities in China have experienced three times large-scale evolution on professional setting and adjustment policy. The progress of policy evolution not only im- plied the logic of power game among government, university and market, but also implied the logic transmutations about the value of higher education. There are three times power transfer occurred in this policy evolution, including the limited power transfer from central government to colleges and universities, colleges and universities gradually have substantial autonomy and the power among government, university and market becomes more equilibrium. At the same time, the evolution of the process of policy is the conflict and fusion of instrumental values, rationalism values and humanism values of higher education. The policy of professional setting in the future should give full consideration to the market demands, subjects and students, the government gradually withdraws from the leading position, and the body of professional regulation of the university will be universities, students and markets.
