高校自主招生权的制衡

摘　　要：高校自主招生改变了"一考定终身"的统考模式,它是以灵活、高效、公平的招考模式为考生提供更多适合自身需求的一种考试制度,成为了当前社会关注的热点。当各种权力失范现象冲击着社会制度,损害了社会公平和考生权益时,自主招生过程中的权力寻租、权力畸形化等问题也阻碍着政策的顺利实施,自主招生权的有效运作成为了影响政策成效的关键因素。因而,要构建权力制衡机制,目的就是要理清自主招生权在纵向和横向运行过程中暴露出来的权力失范问题,为此要进行及时的预防和矫正,需要构建权力对权力、权利对权力的制衡体系,约束和平衡政府、高校、考生及家长间的职责权限,保障自主招生权的高效运行。College admissions which in a flexible, efficient and equitable recruitment model provide a more suit- able examination system to the candidates has changed the exam mode of ＂a test for life＂. Now, it has become a hot topic of social concern. When the various powers anomie impact on the social system and damage to the social justice and the interests of candidates, other issues such as abusing of power and authority malformations during the indepen- dent recruitment process also hinder the smooth implementation of the policy. Therefore, the effective functioning of the right of self-enrollment has become the key factor of affecting the effectiveness of the policy. The purpose of build- ing mechanism of checks and balances is to clarify the independent recruitment of students＇ rights in longitudinal and transverse anomie problems exposed during the operation of power. Thus,for timely prevention and correction,we need to build the checks and balances system of power for power and the right to power, which constraints and bal- ances the responsibility of authority between the government, colleges and universities, students and parents to guar- antee the efficient operation of the right of self-enrollment.
