生态工业示范园区标准的思考

摘　　要：生态工业示范园区标准是生态工业建设、管理、验收和绩效评估的技术依据,制订科学合理的《标准》评价指标体系,是促进园区优化产业结构、探索新常态发展模式、培育特色产业、提高物质能源循环利用、加快园区生态化改造并取得显著环境示范绩效的基础,园区标准明显滞后,应在健全环保组织机构、加强队伍能力建设、强化排污总量控制、加强环境监管执法、报告清洁生产绩效、优化指标体系、建立生态工业链网量化指标等方面修订完善。Standardization of eco industrial demonstration park is the technical basis of eco industrial construction,management,inspection and performance evaluation. The formulation of scientific and reasonable＂standard＂evaluation index system,is to promote the optimization of industrial structure,to explore＂new normal＂development mode,foster characteristic industries,to improve the material and energy recycling,to accelerate the ecological reconstruction of park and achieve significant environmental demonstration performance. The standard of industrial zone is obviously lagging behind. Lot of measures can be taken to better serve environmental protection goals,these actions may include： build up a solid environmental protection organization,enhance the capacity of the employees in the organization,take more tough stance on pollution emission control,strengthen the law enforcement,collect and report the clean production performance data timely,optimize environment index monitoring system,establish quantitative ecological industry chain monitoring index.
