高校网络舆情监测系统的目标定位、评判依据与运行保障研究

摘　　要：文章重新分析了我国高校网络舆情监测系统的设计目标,将其定位在全面检测网络舆情热点上;包括负面、正面以及中性的网络舆情热点上;并将网络信息整体上作为系统的监测范围。针对目前各种高校网络舆情检测系统良莠不齐的现状提出从数据的全面性、检测的科学性、处理的有效性以及成果的实用性等方面作为系统实现的要求。最后就支撑系统稳定运行的行政保障、人才队伍,以及预案系统的准备等实施的保障问题提出若干建设意见。This paper re-analyzed the aims and objectives of the college network design public opinion monitoring system in China, and defined it as testing all the network public opinion hotspot, including the negative, positive and neutral network public opinion hotspot. The scope and content of the system Moni- toring should be all network information. We propose the following criteria to evaluate and select the ap- propriate system, including data comprehensive, scientific testing, treatment effectiveness and usefulness of the results, etc. Finally, we also made constructive comments on the key issues of administrative sup- port systems guarantee stable operation, personnel, and to prepare plans for the system.
