基于市民满意度的城市环境综合整治效果评估研究——以乌鲁木齐市为例

摘　　要：城市是人类文明的主要聚集地,是人群聚集的区域,市民是城市环境最直接的感受者。评估城市环境综合整治效果,除了环境监测数据分析外,更应以市民的感受为基础,以市民的满意度为重要标准。文中在对国内部分城市考察调研的基础上,基于市民关注的热点问题,提出了城市环境综合整治满意度的概念,设计了环境综合整治市民满意度调查表,并针对乌鲁木齐市环境综合整治现状及其存在的主要问题开展了调查研究,收回有效调查问卷1000份。调研结果显示,2014年乌鲁木齐市城市环境综合整治满意度指数总得分为3.821分,城市环境综合整治效果评估结果为良。研究表明:市民满意度调研反映了城市环境综合整治水平及其存在的问题,可以对城市环境综合整治效果进行有效地评估。市民满意度分析是评估城市环境综合整治效果方法中不可或缺的重要组成部分。To evaluate the comprehensive improvement of the environment effect,in addition to the environmental monitoring data analysis,it should be based on the public feelings,to the citizens＇ satisfaction as the important standard. Based on the investigation research in some internal cities,we put forward the concept of the comprehensive improvement of urban environment satisfaction in view of the hot issues in public. The citizen satisfaction questionnaire of the comprehensive improvement of the environment was designed. According to current situation and the main problems of the comprehensive improvement of urban environment in Urumqi,we carried out the survey,and took back 1000 valid questionnaires. According to the survey,Urumqi comprehensive improvement of urban environment satisfaction＇ s total score was 3. 821 points in 2014. The investigation and analysis showed that public satisfaction survey reflected the level of the comprehensive improvement of urban environment and its existing problems. It could effectively evaluate the effect of the comprehensive improvement of urban environment. Public satisfaction analysis was an important part of the methods to evaluate the comprehensive improvement of the environment effect.
