习近平人才话语体系的构建思想探析

摘　　要：人才建设是中国共产党建设的工作任务,是实现中华民族伟大复兴、全面建成小康社会的助推器。党的十八大以来,习近平同志围绕人才建设发表了系列重要讲话,传达着对人才的话语思考与表达。通过梳理与凝练,习总书记对人才话语体系构建的具体思想主要体现在以下四个方面:一是通过"人才为先"等话语,建立高度重视人才的理念;二是通过"培养更多、更高素质的人才"等话语,强调人才的培育与开发思想;三是通过"识才、爱才、敬才、用才"等话语,树立对人才的科学利用观念;四是通过"党管人才原则"等话语,完善党对人才的管理方式。从高度重视、积极培育、科学利用、党管人才等方面构建了完善的人才话语体系。The talents construction is the task of Chinese Communist Party and the booster to realize the great rejuvenation of Chinese nation and well-off society.Comrade XI Jinping has made a series of important speech about talents construction.His talents discourse system mainly includes the following four aspects.Firstly, form a concept of paying high attention to talents through“talents priority”;sec-ondly, emphasizing the talents cultivation and development thought through“cultivating more talents with higher qualities”;thirdly, exer-ting the talents scientifically through“recogonition, love, respect and exertion of talents”;fourthly, improving the personnel management style through“the principle of talents controlled by the party”.
