DEA-CCR模型在高校科研经费使用效率评价中的应用研究

摘　　要：近年来,如何科学配置科技资源成为社会各界关注的焦点,高校科研经费管理也成为高校财务管理中的新热点,对当前高校科研经费使用效率进行实证研究在理论和实务上都具有现实意义。针对我国高校科研经费管理及使用现状,本文建立了高校科研经费使用效率的监测指标体系,构建DEA-CCR模型对2008-2010年全国62所"211"、"985"院校进行了总体和分类别的实证分析,得出了各高校的科研经费DEA效率得分,并在CCR模型结果基础上引入BCC和NIRS模型,。根据研究结果,本文得出很大部分高校存在科研经费投入过剩或产出不足问题的结论并提出了相关建议。Recent years,the research on the management of university scientific research funding has gradually become one of the new hot issues of universities financial management. Therefore, the empirical research of the universities＇ outlay efficiency has reflected great significance both in theoretical studies and in actual works. This paper established the monitoring indicators system of different kinds of universities for scientific research. We construct the DEA-CCR model to evaluate the outlay efficiency in the using of research funding over the past three years in Chinese 62 colleges of ＂211＂ and ＂985＂ project partly and overall. We find that the excess of input or shortage of output in using of research funds are still exist in some of the universities in China and we also propose some quantitative recommendations.
