摘 要:20世纪90年代以来,马来西亚的跨国合作教育蓬勃发展,不仅提升了本国高等教育的整体实力和国际化水平,还为马来西亚朝着区域教育中心的目标发展奠定了坚实的基础。马来西亚政府制定了一系列政策法规,有力地促进了跨国合作教育的发展,保证了质量。研究表明,马来西亚在比较薄弱的高等教育基础上,初步构建了符合自身国情的跨国合作教育治理模式,如强调政府的监督职能,建立严格的质量标准和监管程序;确立跨国合作教育的合法身份和地位,全面引入市场机制和企业化管理;重视和平衡跨国合作教育中国际化与本土化、效率与公平等关系。Transnational education in Malaysia has been booming since the 1990s,which not only greatly enhanced the overall strength of the national and international higher education,but also laid a solid foundation for Malaysia towards the goal of developing itself as a regional education center. In fact,in order to guarantee the quality of transnational cooperation of education,Malaysia established relevant laws and regulations accordingly. The study shows that Malaysia has already started to set up a transnational education management mode which complies with its own situation,on the basis of its relatively weak higher education. The mode can be summarized as follows:highlight supervision function of government;set up a strict quality standards and monitoring procedures;establish the legal identity and status of transnational education cooperation,introduce into comprehensive market mechanisms and enterprise management;maintain the balance between internationalization and localization of transnational education;emphasize on the resolution of conflicts between the efficiency and equity in transnational education.
