摘　　要：学前教育资助政策自2011年纳入全国学生资助政策体系以来实施顺利,鉴于家庭经济困难幼儿人数与资助金额不断增加,衡量资助政策的绩效水平成为当前学前教育资助工作的关键内容。为此,学前教育资助政策绩效评估的实证研究于2013年在全国范围内开展,通过评估36个省级参评单位提交的数据和材料,发现我国学前教育资助政策的绩效水平目前处于中等水平,其中制度建设、政府资助、资金管理和问题处理环节成绩较领先,但在资助比例、学校和社会资助、信息管理、监督检查和资助宣传等方面的绩效则较落后。今后应加大政府资助力度,特别要推动省级资助比例和标准的提升;应扩大资助经费来源,特别要促进学校和社会资助项目的开展;应运用信息管理方式,提高资助工作的科学化管理水平;应制定年度工作方案,实现激励监督检查和政策宣传工作的常态化。Since the year of 2011, preschool children aid policy has come into the national student financial assistance policy system. Based on the data and materials submitted by 36 eligible units, this empirical study found that the national preschool aid performance level was medium. The performances of system construction, government funding, capital management and problem processing were leading ahead. However, the proportion of funding, school and society aid, information management, supervision and inspection, aid publicity aspects were backward. Some suggestions were put forward to help promoting Chinese preschool education aid performance.
