摘　　要：目的分析公立医院改革困境。方法采用认知主义理论分析中国公立医院改革的阻力。结果阻力的根源在于公立医院认知失调,卫生政策并不能直接改变医院不良行为,存在医院认知这一重要的中介变量。结论解除公立医院改革困境的根本路径是通过改变医院认知来改变医院行为。Objective To analyze the resistance of public hospital reform. Methods Cognitive theory was used to analyze the resistance of public hospital reform. Results Root resistance is cognitive dissonance of public hospital. Health policy cannot change hospital unreasonable behavior directly. The important mediating vari- able is hospital cognitive. Conclusion Basic measure to solve the difficulty of public hospital reform is to change hospital behavior by change hospital cognitive.
