任务复杂性下目标差异对沟通行为和应急合作关系的影响研究

摘　　要：合作关系质量的高低直接影响应急活动的成败,如何改善合作关系从而提高协同绩效是应急管理领域亟待解决的问题。本文探讨组织间目标差异对应急合作关系的影响,并重点分析沟通行为和任务复杂性在以上关系中所起的中介作用及调节效应。通过对350位矿山救援基层应急指挥人员的问卷调查数据进行层级回归分析,本文发现:组织间目标差异对应急合作关系有显著的负向影响;沟通行为在二者之间起到部分中介作用,目标差异将促使组织采用竞争性沟通行为,继而造成应急合作关系紧张;任务复杂性分别在目标差异与信息分享和参与之间起调节作用,应急任务越复杂,目标差异对信息分享与参与的影响越小。这些结论表明,高层应急指挥人员可采用信息公告牌、制定信息沟通内容结构框架、实施跨部门的整体奖励等措施来提升基层组织间的应急沟通效率。As the quality of partnership directly affects the success of emergency response activities, it is a serious issue to improve the partnerships thereby improving the collaborative performance in emergency management. This article will explore the impact of goal incongruence on partnership, and study the intermediary and regulation roles communicative action and task complexity play in those relations. The research took 350 grassroots emergency command staff as study subjects. The hierarchical regression analysis of the obtained questionnaire survey data shows that ： （ 1 ） goal incongruence on emergency cooperation has a significant negative impact on inter-organizational partnerships; （2） communicative action plays an intermediary role, and goal incongruence will encourage the organization to adopt a competitive communicative action which causes partnership tensions ; （ 3 ） task complexity plays a negative regulatory role on goal incongruence and communication participation and information sharing,and the more complex emergency task becomes, the smaller the impact of goal incongruence on information sharing and participation. These findings suggest that seniorofficers can use the emergency command information bulletin board, make information communication and content structure framework, and implement the overall inter-departmental incentives and other measures to improve the efficiency of emergency grassroots organizations＇ communication.
