摘 要:在国外大学基层学术组织运行机制中,德国讲座制、美国学系制、俄罗斯教研室制分别代表了权威型、社团式、参与式等三类大学基层学术组织运行机制的典型模式。这三类典型模式对于我国大学基层学术组织运行机制的转型具有启示意义和借鉴价值。我们应该形成学科为基、育人为本的基层组织确立机制,构建学术主导、行政服务的基层权力耦合机制,建立教学为要、科研为基的学术事务运作机制,探索教授治学、民主集中的学术主体治理机制。Among operating mechanism of basic academic organizations in foreign universities, lecture system in Germany, department system in United States, teaching and research section system in Russia which respectively represents the typical modes of authority, community, and participation, are three typical modes of operating mechanisms of basic organizations in universities. The three kinds of typical models for transforming operating mechanism of university basic organization in our country provide following enlightments : first, the establishment mechanism of basic organization which is discipline-based and education-oriented should be established; second, coupling mechanism of basic power which is academic.guided and administrative service-oriented should be constructed; third, academic affairs operating mechanism which takes teaching as priority and scientific research as basis should be established; fourth, academic governance mechanism which takes the ideas of faculty governance, and democratic centralism should be explored.
