摘　　要：首先给出了"三通两平台"的建设背景和建设意义,然后对"三通两平台"的建设内涵和需求进行了深入分析。在此基础上,给出了层次化的"三通两平台"的总体架构,并进一步给出了作为"两平台"基础的公共教育云的规划与设计方案以及作为"三通"基础的教育城域网和校园网的规划与设计要点。First of all, the construction background and significance of three communications and two platforms were put forward. And then, the construction connotation and requirements of three communications and two platforms were deeply analyzed. Based on this, a overall architecture of the hierarchical three communications and two platforms was presented. After that, as the basis of two platforms, the planning and design of public education cloud, was given. As the basis of three communications, the planning and design key points of education metropolitan area network and campus network were also introduced.
