摘　　要：在现代社会,以获取不正当利益为核心,以先进信息传输技术为主要方式的缜密舞弊体系对考试正常实施构成了严重威胁。考试管理机构权责失衡已经成为考试舞弊防治不力的重要原因。从加强监考人员管理、多方联动协调和外部监督等方面促进考试管理机构权责平衡,是防治考试舞弊的重要措施。It poses a serious threat to normal examination implementation that obtaining improper benefits as the core and careful the corrupt system which is a main transmission mode of advanced information technology. The imbalance of rights and liabilities of examination authority has become the main reason. Reinforcing the management to the staff and joint management are the vital countermeasures.
