基于生态文明建设视角的低碳经济发展研究

摘　　要：低碳经济是循环经济普及和发展的基础,是以低能低消耗、低污染、低排放为基础的经济发展模式,生态文明作为人类文明的重要形式,是基于对自然的尊重和保护,生态文明建设在低碳经济发展中发挥着重要的作用,基于此,建议编制《规划纲要》、《实施方案》,加大对生态文明观念的宣传教育,加强生态文明问题的讨论,建立政府与企业合作的平台,建立绿色科技和金融服务支持下的生态文明建设,将生态文明指标纳入政府部门的绩效评估中,并且要加强生态文明的立法。Low - carbon economy is the foundation of popularization and development of circular economy, and it is based on low energy consumption, low pollution, and low emission - based economic development model. As an important form of human civ- ilization, ecological civilization is based on the respect and protection of nature. Ecological civilization construction plays an impor- tant role in the development of low - carbon economy. This study draw up the ＂Plan＂ and ＂Implementation Plan＂, strengthening ec- ological civilization education and the discussion of it, suggesting to construct a cooperating platform between government and enter- prises, establishing the ecological civilization based on green technology and financial services. It also proposed to put the indicators on ecological civilization into the performance evaluation system of government departments, and enhance the relative legislation.
