摘　　要：食品安全事件具有全球性的特点,一旦爆发影响严重且难以有效应对。从全球食品安全事件产生原因出发,进而对国家和组织如美国、欧盟、发展中国家、私人监管,以及国际食品安全组织如世界贸易组织(WTO)、食品法典委员会、世界卫生组织(WHO)存在的问题进行深入分析,提出建立完整的全球食品安全监管体系需要包括以下几方面:构建国家监管的基本框架;发展中国家核心能力建设;加强国际合作;私人监管的参与;自愿出口限制和标签—追踪系统等。Because the food safety is global, once the events outbreak, the impact of them are serious and difficult to cope with effectively. The article sets out from the global food safety incident and the reasons, and then analyzes the problems in- novatively of the state organizations such as the United States, the European Union, developing countries, private regula- tion, and international food safety organizations such as the WTO, the Codex Alimentarius Commission, WHO. And it pro- poses that the integrated global food safety regulatory system needs to include the following aspects： national regulatory structure, core capacity building of developing countries, international cooperation, participation of private regulations, vol- untary export restraints and tags - tracking system.
