摘　　要：核心能力是公共档案馆保持长久竞争优势之源泉,对核心能力的构建及培育有利于公共档案馆正确识别自身优势,有的放矢地为用户提供服务。本文以信息服务机构的竞争环境为背景,对公共档案馆核心能力内涵进行阐释,结合公共档案馆整体能力的组成提出核心能力判别标准,认为公平服务是公共档案馆最重要的核心能力;并以此为基础详细阐述公共档案馆核心能力构成因素,培育公共档案馆核心能力,提升档案事业服务效率和水平。Core competence is the long-lasting resource for public archives competitive advantages, of which the construction and cultivation help public archives to identify their own competitive advantages, and provide the users with more suitable services. Set in the competitive environment of archives information services, the paper gives an interpretation of public archives core competence. Based on the components of public archives overall capabilities, we also try to build an evaluation standard for core competence, arguing that fair service is the most important one for public archives. Furthermore, we give a detailed explanation of the key elements of public archives core competence, and provide some suggestions related to strengthening the development of public archives core competence and improving the efficiency and quality of archival services.
