组织视阈下村委会运行过程中的现实困境与路径突破——以鲁中L村为例

摘　　要：作为一种组织形态,村委会内部职能构成、人员配置、运行模式会对实现村民自治产生直接影响,但尚无文献对此展开系统研究。基于此,从组织视角出发,以鲁中L村为案例依托,在分析村委会运行背景发生的一系列重大变化之后,探讨了村委会组织中职能构成与设置、人员配置、外部支持和组织运行中存在的问题,最后结合可行性分析,提出革新村委会行政组织结构,构建"同心圆"分类议事模式,改进村委会矩阵式行政运行机制等具体措施建议。As an organizational form, the internal functions constitutions, staffing, operation mode of village committee have a direct impact on the realization of villagers＂ self-government, but there aren＇t literature of systematical and deep studying.From an organizational perspective,and with a case study from the L village located in the middle of Shandong Province, this paper analyzed a series of major changes of the background of the village committee＇ operation, and had an in-depth study on some problems of functions composition and set up, staffing, external support, operation of village commit- tee organization.Finally,it proposed some feasible measures to solve those problems, such as innova- ting administrative organizational structure of village committee,building a ＂concentric circles＂ classi- fication procedure model, improving village committee matrix administrative operation mechanisms, and so on.
