论警营文化建设与构建和谐警民关系——莆田市警营文化建设窥探

摘　　要：莆田市公安局在开展警营文化建设中,把警营文化建设与构建和谐警民关系紧密结合:在警营文化建设的思路上饱含构建和谐警民关系理念,提出了一些具有地方特色的指导思想;在具体的实践中,把文化建设与警民关系联系起来,处处体现文化惠警和惠民的有机统一。同时,对如何更好地开展警营文化建设有了更深刻的认识和思考,认为政策的引领和领导的重视是关键,把握方向和定位是重点,执行内务条令与文化建设相结合能彰显警营文化的特色,处理好文化建设与业务工作、投入与产出等各种关系是确保警营文化建设可持续性发展的保证。In carrying out the construction of police culture ,the Public Security Bureau of Putian City has inte-grated the police cultural construction closely with the development of harmonious relations between the police and the public：two concepts are blended , with the combination of some local features;and in practice ,this connection can in all respects reflect the organic unity of benefits both for the police and the public .Besides , with a more pro-found understanding and thinking on how to carry out police culture , we have uniformly agreed that the key to the development of police culture is the policy guidance and the leader＇s job priority, that the emphasis should be paid to right direction and orientation , that the features of police culture can be highlighted by combining the execution of interior service regulations and the cultural construction , that the good management of various relations , such as the relation between cultural construction and policing work , and the relation between input and output , etc.,can ensure the sustainable development of police culture construction .
