摘　　要：阐述西安在建设国际化大都市的背景下，如何利用好自身高等教育的多层次优势和丰富的人才资源，为西安经济社会发展提供高技术人才支持．如何部署、利用和发挥好人才战略，让西安构架出具有竞争力的人才结构，保障西安经济在竞争中能发挥优势．提出了在建设国际化大都市背景下进行高职教育创新大发展的必要性和进一步创新的思路．This article states that under the background of the international metropolis construction, how to make good use of its own multi - level advantages of higher education and its rich human resources provides the high technical personnel support for the economic and social development in xi＇an. How to deploy, use, and develop the talent strategy can make Xi＇an form the talent structure with competitive ability, and to ensure the Xi＇an economy play its advantages in the competition. Also, this article points out the necessity of developing higher vocational education innovation and the further innovative ideas under the background of construction of international metropolis.
