摘  要:指数保险正在成为全球范围内重要的农业风险转移手段。针对指数保险的基本特点,论文探讨了指数保险产品设计的前提条件与核心问题,提出了设计流程和指数选取的原则。在此基础上,针对内蒙古东部牧区雪灾成害机制,选取冬半年实际积雪深度超过临界积雪深度的累计天数作为雪灾指数,设计了羊群雪灾指数保险产品框架,并依据历史数据开展风险评估与费率厘定工作。本文的研究成果可为农业指数保险产品的研发提供参考,并为牧区畜牧业雪灾风险转移提供新的途径。Index insurance is becoming one of the most important agricultural risk transfer instruments worldwide. Focused on the basic features of index-based insurance, this article discussed preconditions and key issues in the design of an index-based insurance, and summarized the technological flow and principles when choosing a suitable index. In accordance with the snow disaster mechanism in Inner Mongolia, the total number of days with snow depth exceeding certain thresholds during snowing season was selected as the snow index in the insurance product. Then, the product framework of snow disaster index insurance for sheep was designed, and risk assessment and premium rating were carried out based on historical snow depth data. This research can provide reference for the design and development of agricultural index insurance and offer a new approach for transferring snow disaster risk in pastoral regions.
