摘  要:针对南水北调东线一期工程"折算水量"水价模型,运用离散型变量极限基本理论,分析论证了工程规划、可研和定价阶段水价模型的合理性,构建了可分离变量的费用结转模型,并给出初步估算结果。研究表明,改进模型在计算大型调水工程沿程水价、有效分离损失水量造成的水价损失方面具有良好效果,对南水北调东线一期工程执行水价制定具有一定的借鉴意义,也可供其他调水工程参考。According to the "conversion of water" water price model of the Phase I of East Route of the South to North Water Diversion Pro- ject, the variables-separated cost surplus-transfer model was established and the preliminary estimation results were given by using the basic theory of limitation of discrete variables, after analyzing the rationality of the project planning, feasibility research and pricing model in pri- cing stage. The results show that the improved model is reasonable and efficient on water price calculating, especially, in quantifying price loss results from water loss. Thus the new method can be put into practice in both SNWDP and other hydraulic projects in China.
