摘　　要：中国发展战略性新兴产业上升为国家战略以来,在关键技术上获得突破、获取产业上成功成为中国战略性新兴产业发展至关重要的环节。战略性资产在新兴产业发展中能够为产业带来竞争优势,在产业发展初期能够为产业发展找到突破点,为产业顺利发展奠定基础的重要作用。中国战略性新兴产业整体研发能力薄弱,国际竞争力不强,新兴产业技术具有不确定性,需要各方参与才能加快研发步伐。中国战略性新兴产业发展应立足创造性资产的寻求,建立全球开放式创新网络,以突破发展技术上的瓶颈。战略性新兴产业全球开放式创新网络建立的模式可以分为三种,内向型国际化发展模式、外向型国际化发展模式、内外向型的整合发展模式。Since our country sets up emerging industries development as a national strategy in 2010, it becomes a critical link to make break through innovations in key technologies in order to make a foothold in the world economy. This paper finds that it is very important for emerging industry to search for strategic assets for development. Strategic assets play important roles in bringing industry competitive advantages, working as a breakthrough point and laying foundations fi）r the development of the industry. The emerging industries in our country are weak in R＆D capabilities and lack of competitive advantages, also owing to the uncertainty of the new industrial technology, we should join together to fasten the process of R＆D. The emerging industries should pay attention to strategic assets seeking and build global open innovation network in order to break through the bottlenecks of technologies. The establishing of global open innovation network has three different models, which are inward internationalization development model, outward internationalization development model and integrated development model.
