摘　　要：完善的法律规范体系是学术问责制取得实效的基础和保障。一个有效的学术问责法律规范体系必须实现对问责主客体及其权责,问责的事由和内容、具体的问责方式,以及问责的程序、标准及结果的明确规范和确定。The perfect legal norm system is the foundation and guarantee that the academic accountability got ef- fectiveness. An effective academic accountability legal norm system must clearly identify the following several aspects of the problem：first, to clear the subject and object of the accountability, and their rights and responsibility;second, to clear the reason and content of the accountability; third, to clear the specific way of the accountability; fourth, to clear the procedures, standards and results of the accountability.
